Regular Meeting Minutes

January 9, 2013

 

Commissioner Brad Cone called the Regular Session meeting of the Startup Water District Commissioners to order at 5:45 p.m. Wednesday January 9, 2013.

Vouchers - Signed vouchers for $3,292.32

 

Payroll Signed payroll for January 2013, $5,725.00, payable 01/31/13.

 

Minutes - Brad brought a motion to accept Minutes for the 12/12/12 meeting, Renette seconded, motion passed 2-0.

 

Bank Reconciliations - Brad reviewed the statements and the month-end balances which tie into the General Ledger for 12/31/12.

 

Ken's Report - Well #1 & #2 nitrate tests, .17mg/l and .30mg/l, were slightly higher in December but still well below Trigger levels of 5.0mg/l. DOH performed a sanitary survey on our system. There were no major findings. It was recommended that that the old wood tank be disconnected from the system, it is now separated by 3 closed gate valves. Ken has plans to do this during the summer.

 

Accounts Receivable - Nick went over the A/R Aging Report (1/9/13) with the Commissioners. Nearly 25% of ratepayers are past due . It was determined that a new shut-off policy is needed to collect water fees on a timely basis. Kate brought a motion to accept Resolution 13-01, Water Shut-offs. The motion passed 3-0.

 

Budget - Nick presented a revised Budget for 2013. The new Budget uses updated figures from the 12/31/12 year-end. The new Budget shows a surplus of $427.00. Rates will still have to be increased, see Resolution 12-05, due to additional expenses for a

 

 

 

 

Audit and USDA required depreciation Reserve. Brad brought a motion to accept the new Budget. The motion passed 3-0.

 

Web Site - Terry is to meet with Nick in the next couple of weeks.

 

 

Audit - No new news on the Audit. The auditor should be finishing things up and will contact us.

 

FOIA - Karen Eaton has requested information on the year-end financial statements, account aging and the Budget. Nick is to go over the request with the attorney to make sure all is in order. The Office staff was reminded that all FOIA requests should be signed and stamped on the day received.
